What “pre-approved” means for Turkish citizenship

The properties shown in this inventory have been pre-screened by Maximos Real Estate for their potential use in a Turkish citizenship application. Our initial review considers the title deed, property type, ownership structure, seller cooperation and the practical requirements of a transparent citizenship-compliant transaction.

“Pre-approved” is a Maximos screening label. It is not a government approval, an official SPK valuation certificate, a Certificate of Conformity or a guarantee that citizenship will be granted. Final eligibility is decided after the official valuation, purchase documentation, payment verification and review by the relevant Turkish authorities.

The USD 400,000 Turkish citizenship property rule

The current real-estate route requires an accepted total value of at least USD 400,000, together with the required three-year restriction and the other legal conditions. The requirement may generally be satisfied through one property or through several properties assessed together.

A property below USD 400,000 is not individually a qualifying citizenship property. However, it may potentially form part of a combined application when the accepted values of several properties reach the required total and every property, payment and document complies with the applicable rules.

This citizenship route should not be confused with a separate property-owner residence permit. Residence and citizenship have different legal requirements and must be assessed separately.

Why the listing price is not the official citizenship value

Prices displayed on this page are asking prices in the property market. They are not automatically the value accepted for Turkish citizenship. The official assessment depends on the valuation report, the value declared in the official sale deed or qualifying contract and the documented payment made through the approved banking channels.

For this reason, a property advertised near or above the threshold still requires an official review before purchase. Conversely, a lower-priced unit may potentially be used as one part of a multi-property application, but only if the combined accepted total and all legal conditions are satisfied.

How Maximos screens these properties

Land-registry rules that decide a citizenship purchase

Beyond the USD 400,000 figure, a citizenship purchase is governed by the practical rules the Land Registry Directorate applies when it processes the transaction. These are procedural land-registry rules, drawn from the General Directorate of Land Registry and Cadastre Circular No. 1799 (2019/5) and its later amendments, read together with current official guidance. They are not the wording of Law No. 5901 itself, and they are exactly the points where an otherwise attractive property can fail. Three values are checked, not one

Under the land-registry valuation procedure, three separate figures are examined together: the value declared in the official sale deed or qualifying contract, the value in the official valuation report, and the payment actually documented through the bank. In practice a file is only safe when each of these independently satisfies the required total. A high asking price alone does not establish eligibility, and the value declared on the official deed cannot be changed afterwards. This is why the asking price shown in a listing is only a starting point, never the accepted citizenship value.

One property can be used for citizenship only once

The land-registry rules provide that a property or share already used once to obtain Turkish citizenship cannot be used again for a later citizenship application by another foreign buyer — even after the ownership has changed. For a buyer, this makes the parcel's transaction history a real eligibility question: a unit that looks perfect today may already have been used in an earlier citizenship file. We check this history at the registry before a purchase is committed.

Related-party and circular sales are excluded

The land-registry rules, as amended in 2021, exclude certain transactions between connected parties from the citizenship route. In general terms, a property registered to a foreign natural person — including the buyer's own spouse or children — and certain sales involving a company in which the buyer or close family members are shareholders or managers may not qualify, and a property routed back to the applicant after an earlier transfer can also be caught. The precise scope of these related-party rules depends on the individual ownership history and must be confirmed for the specific property with the cooperating lawyer before any commitment. Where the position is not clear from the registry records, we treat the property as requiring legal confirmation rather than assuming it qualifies.

None of these points can be judged from an online listing. They are checked at the land registry and with the cooperating lawyer as part of the property review, before any deposit or payment is made.

Property-Owner Residence Permit: The USD 200,000 Rule

A property-owner residence permit is not citizenship. Under Law No. 6458 and current immigration practice, foreigners who own real estate in Türkiye may, where the applicable conditions are met, apply for a renewable short-term residence permit. That permit is a permission to stay. It does not create nationality, a Turkish passport, or voting rights.

The property requirement for this residence route is generally one individual property that meets the current minimum value and location rules — commonly around USD 200,000 in official practice at the time of writing. Several cheaper properties should not be combined to manufacture that residence-permit threshold. Ownership of a property at any value does not automatically guarantee a residence permit: immigration legislation, location rules, official valuation practice and file-specific review all matter, and applicants must check the rules in force when they apply.

Do not confuse this with the exceptional citizenship route. The USD 400,000 pathway under Article 12(b) of Law No. 5901 is a separate legal system, administered under citizenship rules rather than ordinary immigration residence rules. For citizenship, one or several qualifying properties may generally be combined so that their accepted values together reach at least USD 400,000, subject to all Article 12, valuation, payment, title-deed annotation and resale requirements.

USD 200,000 for one property concerns the property-owner residence route. USD 400,000, potentially combined across qualifying properties, concerns the exceptional citizenship route. These are different legal systems with different authorities and outcomes.

Seller cooperation and transparent payment

Seller cooperation is essential. The seller must accept a citizenship-compliant transaction in which the relevant value is declared transparently in the deed or qualifying contract and the purchase payments are properly documented through the banking system.

If a seller refuses to declare the appropriate transaction value or does not accept the required documentation, the property may not be suitable for the citizenship route, regardless of its advertised price.

The usual sequence is: property selection, legal and title-deed review, official valuation, purchase and payment documentation, registration of the three-year restriction, application for the Certificate of Conformity and submission of the citizenship file.
