A new law facilitates owning real estate for Palestinian in Turkey
Two years after Palestinians were allowed to own real estate in Turkey, Palestinians who hold Lebanese, Iraqi, and Egyptian temporary documents, were also allowed to acquire real estate in Turkey, but within restrictions, most notably obtaining a residence permit from the Turkish Immigration Department, recently amendments to this decision have been issued bearing new germs.
Before getting acquainted with the updates stipulated in the new law, which ensured that Palestinians are allowed to own real estate in Turkey without restrictions or conditions, as before, we take a quick look at the first Palestinian ownership law in Turkey.
How were the Palestinians able to own real estate in Turkey?
The Land Registry Department in Turkey issued a law in 2019 that allows Palestinians who hold Lebanese or Syrian documents to own property in Turkey. Palestinian refugees can use the travel document issued by the country in which they reside to travel to Turkey, and then own real estate in Turkey.
However, this law placed a restriction, as it was stipulated to accept this transaction that the holder of the Palestinian document had previously obtained a residence permit from the Immigration Department before he was allowed to purchase a property and register his ownership.
It is worth noting that, before the issuance of this law, Palestinians could not own property in Turkey and obtain the title deed except through the existence of several conditions such as having residency as well as bringing proof of nationality from the country of residence or Palestinian embassies and consulates.
Palestinians could not own property in Turkey unless they only had a passport issued by the Palestinian Authority, and holders of temporary documents from any other country could not own real estate in Turkey or buy a property except after obtaining a Turkish residence.
The new law concerning Palestinians’ real estate ownership in Turkey
A short time ago, the Turkish government amended the real estate ownership law in Turkey. It provided them with the opportunity to own real estate and obtain the title deed from the Land Registry Directorate in Turkey without restrictions as before, such as having a residence permit or requesting nationality proof.
The decision includes holders of travel documents and temporary Jordanian passports. Under this decision, Palestinians are entitled to obtain Turkish citizenship when owning a property in Turkey, just like all foreign investors.
Palestinians with valid documents are able to own real estate in Turkey, according to the travel documents they hold from other countries, and they can apply for Turkish citizenship after purchasing real estate with an official appraised value of $400,000 or more, held for at least three years.
Do Palestinians obtain a real estate residence permit in Turkey?
Under the new law, holders of Palestinian nationality, residents of other countries, and holders of temporary documents and passports will be able to own real estate in Turkey. Then apply for the real estate residence permit directly after registering the property in the Land Registry Directorate in Turkey, regardless of the property’s value.
Do Palestinians obtain Turkish citizenship by investment?
After the issuance of the new legal amendments of real estate ownership in Turkey, it became possible for all holders of temporary documents to own a property. Also, if they own real estate with an official appraised value of at least $400,000, they can apply for Turkish citizenship by investment. After fulfilling all the conditions of the Turkish naturalization law and submitting all the needed papers, they should wait for about 90 days. Then they officially become Turkish citizens. These amendments issued by the Ministry of Environment and Urbanization come within the framework of the facilities provided to support real estate investment in Turkey, by expanding the segment of Palestinians owning real estate in Turkey.
